Approval of Minutes from March 28th, 2014 Meeting
Judge Mattson moved to approve the March 28th, 2014 meeting minutes. Donna Wunderlich seconded the motion and the motion carried.
Odyssey User Group update
As discussed in a memo distributed by Chris Iverson, the user group continues to discuss the need for identifying cases that need expedited action. At this time, the technology does not exist for us to accomplish this in any way other than a phone call or email notification to the clerk’s office. Future releases of Odyssey may allow us to improve the process.
The group has also been discussing simplification of adding criminal cases. There are currently three options which have resulted in the wrong option being used on occasion. Choosing the wrong option does not allow us to input certain data elements and has resulted in incomplete data transfers to DOT. We are able to eliminate one option locally and are investigating whether the other option can be removed or hidden by the vendor.
The sub-group continues to work on issues including a process to enter civil judgments in juvenile cases, how to flag cases when there has been a car accident to help with reporting requirements, written procedures for processing Post-Conviction Relief cases and development for a form letter.
Finally, the clerks involved in the User Group, along with Cammie and Chris facilitated an Odyssey session at the annual Clerk of Court Conference. Topics included were: what’s new, what’s coming in the future and round-table discussions of advanced functions.
Representatives from Tyler Technologies - Amy Pucket, Steve Moerbe, Sarah Farr and Jim Gienger, visited ND in April and from that meeting a list of 22 system issues were documented. Tyler agreed to come back to ND on June 2nd to review their findings on each issue and discuss the current functionality and new development projects.
Judge Racek stated that to the extent it’s possible Tyler has agreed to complete all items on the list by the end of the first quarter of 2015. Some require custom development that will be at ND’s expense and others will require us to upgrade our current Tyler products to newer versions. However not all versions are available at this time. The list was prioritized and is open for discussion.
Conversion of bond money within Session Works and the transferring of notes between Session Works and Odyssey were 2 higher priority items that will require custom development.
>Odyssey 2013 test status
We are currently on Clerks Session Works 1.5 and Odyssey 2012. We have to upgrade both at the same time as the older versions are not compatible with the newer ones. The current Odyssey 2013 version we are testing does have problems that are fixed in a release coming out next week. Larry said if Session Works 3.0 passes our testing he hopes to have everything installed by late July or mid-August at the latest.
Draft 2015-2017 IT Budget overview and discussion
Larry explained the draft 2015-2017 IT budget. Discussion followed on the disaster recovery project, the replacement of the juvenile case management system, and various other software and hardware requests.
The committee discussed the IVN video conferencing systems requests and agreed to one new system placed in either LaMoure or Ellendale, one system in Morton County, two replacement units for Cass County, and three portable units for Grand Forks County, Williams County and IT.
Judge Mattson moved to approve the changes to the allocations of the IVN video conferencing systems. Justice Crothers seconded the motion and the motion carried.
Judge Mattson moved to make a recommendation to the Supreme Court to further pursue adding the Tyler Technology supervision module to the existing Odyssey case management system for use in managing the juvenile case management data. Kathy Ouren seconded the motion and the motion carried.
Petra Hulm moved to recommend the approval of the overall budget as amended. Judge Mattson seconded the motion and the motion carried.
For the Good of the Order
Judge Racek expressed concern on the common statute table project. CJIS is working on the list of codes and his concern is that the document will continue to grow and will continue to have multiple choices which may allow for differing information between the systems.
