Updates for Current initiatives
Kurt updated the committee regarding:
Digital Recording: We will be installing the system in Fargo in the coming months.
Judge Bekken has expressed interest in using a portable digital recording system. We will work with the vendor and Judge Bekken to allow use of a portable system by Judge Bekken as a pilot project.
ITV - Fargo: The hardware is installed and operational. Actual use of the equipment is waiting on completion of the sound system which will be installed with the digital recording system.
Full-text protection order project: Testing of the system is ongoing in SCJD. Plans are to implement statewide by 01/01/04.
Budget: 03-05 biennial budget is approximately 80% of 01-03 biennial budget. Most projects have been eliminated from the budget.
Consolidation: Consolidation efforts resulting from HB1505 are ongoing. The Judicial Branch is exempted in the current efforts. A study of possible future consolidation efforts is to be done in late 2004.
No action needed on these informational items.
Electronic Records Management System:
The group discussed the report from the National Center that was distributed with the agenda and requested that Kurt develop a plan for moving forward and present that plan at an upcoming meeting.
Access to Electronic Court Records:
The Supreme Court requested that this committee create a subcommittee for the purpose of studying and preparing a report and recommendations.
Kurt will begin recruiting non-judicial members who are interested in the topic for their involvement with the subcommittee.
For the Good of the Order:
Doug Johnson explained that the SCJD will begin a real time reporting pilot project which will allow the judge to follow on-screen, at the bench, what the reporter is typing.
Ted Gladden mentioned that Andrea Schmidt is leaving the employ of the Judicial Branch, but she will first finish the criminal judgment form.
Ted Smith mentioned that the Law Library at UND is the recipient of a grant to image old Supreme Court briefs. If anyone has any input, please notify Ted Smith.
