The Chair called the meeting to order.
The minutes of the previous meeting were approved as distributed.
Updates for Current initiatives
Kurt updated the committee regarding:
PCSS & UCIS integration: The project is done, with the last few outstanding items in progress.
Protection Order Project: The project is expected to be implemented in Burleigh County in April and expanded statewide beginning in May.
Child Support Calculator: Calculators are done and implemented. Some results of actual use are being reported. Informational messages are being sent to members of the legal community.
Electronic Records Management System: The contract has been awarded to the National Center for State Courts to conduct the study and develop the implementation plan. Work is to begin in March.

Budget and IT Plan
Kurt provided updated pages for the IT Plan and discussed them. Most new initiatives or projects were removed from the IT Plan for the upcoming biennium. The only 2 initiatives remaining, at lower funding levels, are Enhanced Records Management and Business Continuity.
Legislative work continues on all budgets.

Database Requests
Kurt review attachments related to database requests, other state's policies surrounding database dissemination, and a proposal to begin making databases available online.
Kurt noted that there is lack of consistency among what other states do related to database dissemination requests. He also noted that the only thing that seemed constant is that other states are struggling with what their policies and practices should be.
Kurt also provided information endorsed by the Council of Chief Justices and the Conference of State Court Administrators relating to public access policy development.
After much discussion, Ted Gladden moved to have Kurt outline the issue and problems and send the issue to the Supreme Court for creation of a vehicle to establish policy related to public access of electronic court records.
The motion passed.
Kurt will create a document for the Supreme Court.
Digital Audio
Kurt reiterated that the State Court Administrator's Office is working with Fargo and Bismarck for possible installation of digital audio recording systems.

For the Good of the order
Judge Schmalenberger mentioned a request he received regarding the use of real time reporting and his response that this committee's responsibility is to look at new, upcoming and expanding technology. Since real time is not a new technology he felt the issue was related to policy and budget, not technology. Ted mentioned that the issue will be outlined for the Presiding Judges' May meeting.
Justice Sandstrom mentioned that bill 1390 was passed and signed into law. The bill creates a revolving fund for electronic fax filing within the Supreme Court. The fund will be used to pay for printing of documents filed. Printing will be done at Central Duplicating.
It was mentioned that the CTC8 is being held in October, 2003.
