The Executive Committee of the Judicial Conference met on November 20, 2012. Chair
Kapsner called the meeting to order at12:06 p.m.
Judge McCullough moved to approve the minutes of the September 26, 2012 meeting. Judge
Romanick seconded the motion. The motion carried and the minutes were approved.
Chair Kapsner asked that the minutes of the October 4, 2012 meeting be amended to reflect that
Justice Sandstrom agreed to chair the Committee on Legislation upon her request. Judge
Romanick moved to approve the minutes of the October 4, 2012 meeting as amended. Justice
Sandstrom seconded the motion. The motion carried and the minutes were approved.
Chair Kapsner next drew the attention of the members to a letter from Justice Maring, who chairs
the Judicial Education Commission. The Commission is recommending that Chris Iverson be
appointed to fill a vacancy on the Commission that will be created when Jean Lindvik’s term
expires on January 1, 2013. Justice Sandstrom moved that Chris Iverson be appointed to the
Judicial Education Commission. Judge McCullough seconded the motion and the motion
Chair Kapsner then explained that discussion on self-represented litigants had been placed on the
agenda in the event that the membership of the Judicial Conference would ask that the Executive
Committee continue working on this issue. Justice Sandstrom stated that the supreme court has
adopted the recommendation of the Court Services Administration Committee to establish a
court facilitator position to assist self-represented litigants. After further discussion, it was the
consensus of the members that since action is currently happening on this issue that no further
action by the Executive Committee is required.
There being no further business, the meeting was adjourned at 12:11 p.m.
