RULE 8.12. RIGHT TO COUNSEL TERMINATION OF PARENTAL RIGHTS
A parent has a right to counsel during all stages of a proceeding to terminate a parent and child relationship. The court must advise the parent of this right before the proceeding begins. On request by an indigent parent, the court must order legal counsel to be provided at no charge to the indigent parent.
