The Chair called the meeting to order. Judge Medd/Becky Absey moved/second that the minutes of the previous meeting be approved. The motion passed. CJIS Install of State's Attorney System in Cass County Joe Herslip of the Criminal Justice Information Sharing (CJIS) initiative was present to discuss the
current situation. Recently, Cass County has installed the new CJIS State's Attorney system
(STARS), thereby severing the integration that had existed between Cass' PCSS system and the
Court's UCIS system. It seems that the decision was made within the Cass State's Attorney's
office to adopt the new system late in the deployment phase and that the ramifications of moving
to the new system were perhaps not fully understood by the decision makers. Estimates to rebuild the interfaces between the STARS system and UCIS are prohibitive,
especially given the budget being developed for the CJIS initiative includes money for such a link
to be created in the 2007-2009 biennium. At this point, the committee agreed that an interim fix was not cost-justified and that the court IT
staff should work with the CJIS staff towards integration of CJIS/STARS and UCIS. Judge Racek asked what could be done to ensure such errors do not happen in the future. Kurt
stated that he will contact the CJIS director about establishing a technical workgroup to review
these types of decisions. No Action required Replacement of Lanier/Sony tape machines with stand-alone digital recorders Kurt discussed the necessity of replacing existing analog tape machines and the fact the only
replacements available are digital devices as both Sony and Lanier have stopped making the 4-track analog cassette recorder. Given the committee had previously agreed to slow the
deployment of digital recording, Kurt wanted to inform the committee that this task needed to be
done, but was contradictory to the general statement of slowing deployment. Judge Medd/Faye McIntyre moved/second that as tape unit recorders fail, Kurt should experiment
with and locate an appropriate recording solution. The motion carried. Kurt will move forward with the purchase of units to replace analog tape recorders. Project Update: UCIS Review and recommendations Kurt provided the committee with the draft report from the National Center regarding alternatives
for replacing and updating UCIS. After significant discussion, Judge Racek/Judge Medd moved/second that the committee
recommend to the Supreme Court that UCIS should be replaced with a Commercial Off The Shelf
(COTS) system, and that the alternative to upgrade UCIS should NOT be pursued.
The motion carried unanimously. Kurt will forward the recommendation to the Supreme Court for their consideration. Project Update: Enhanced Records Management System (ERMS) Kurt provided an update regarding the ERMS project. The project is behind schedule, due largely
to the unexpected complexity and difficulty in developing the necessary interfaces, workflows,
security requirements and other components. To date, the interfaces have been built and are being tested. No action required. Project Update: AR41 Implementation Kurt provided an update regarding the implementation of the systems required to comply with
AR41. The accompanying contract draft should be reviewed and any comments sent to Kurt. No action required. Project Update: Jury System Replacement Kurt informed the committee that a jury management system is being purchased and will be in
place for the start of the next jury wheel in March 2007. IT Budget Update Kurt informed the committee that the IT budget has been completed and will be included with the
judicial branch overall budget when it is submitted to the Office of Management and Budget. No action required. Term Limits Kurt reviewed agenda attachment 3 with the committee. Several members will be attending their
last meeting in December. Appointments for replacement members will need to be made by the
Chief Justice. Kurt mentioned that the email server will be replaced and email system software upgraded within
the next few months. This will result in all email addresses being changed to @ndcourts.gov and
will provide a better web email access interface. Kurt mentioned that credit cards are being accepted in Burleigh County with plans to expand to all
11 state-employed clerks' offices by year's end. Adjourn
