Executive Committee Staff Chair Bekken called the meeting to order at 12:00 noon. The agenda for the November 19, 2001, Judicial Conference meeting was the first item to be discussed. Briefly stated the meeting will be called to order at 10:00 a.m., the program for the remainder of the morning and the afternoon is administrative reorganization. Lunch will be served to all attendees. Recess will occur at 4:30 p.m. On Tuesday, November 20, the judges' association will meet at 7:00 a.m. for a breakfast meeting; at 8:30 a.m. a presentation will be made to the judges on their role in electronic recording. The Judicial Conference will reconvene at 9:00 a.m. on the subject of administrative reorganization. Lunch will be served at 12:00 noon. Mrs. Ralph Erickstad and Mrs. Glenn Dill will be invited to the luncheon and a memorial resolution from the Judicial Conference will be presented to each of them. At 1:00 p.m. the Judicial Conference will reconvene with a business meeting. On the agenda for the business meeting is "informal complaint procedures" by Judge Hagerty; committee reports; new business and for the good of the order. Justice Maring reported that Justice Neumann has an outline of the presentation to be used for the administrative reorganization. He has also been in contact with the NDSU computer assisted decision center and there is a meeting scheduled for tomorrow, September 20. He also has lined up a facilitator. Possible topics for this discussion will be the establishment of administrative regions, the changing of the Council of Presiding Judges, and an evaluation of the state trial court administrative structure. Judge Paulson moved to approve this agenda. Judge Wefald seconded the motion. Carried. The draft resolution for Judge Dill was next discussed. After slight modifications, Judge Paulson moved that it be presented to the Judicial Conference as modified. Judge Wefald seconded the motion. The motion was carried. The next discussion centered on the draft Erickstad resolution. Judge Wefald moved that the resolution be forwarded to the Judicial Conference as modified. Justice Sandstrom seconded the motion. The motion was carried. The next discussion was appointments to the Judicial Education Commission. Three terms are up in January 2002. Judge Jorgensen, Candace Zierdt, and Justice Kapsner. All indicated they would be willing to serve if appointed. Judge Paulson moved that the three be reappointed for a three-year term ending December 31, 2004. Judge Goodman seconded the motion. The motion was carried. The other committee that needs new membership and terms established is the Jury Standards Committee. A number of names were discussed and Chair Bekken indicated that he would contact the existing members to determine their wishes to continue membership and look for replacements for those where a replacement is needed. The meeting adjourned at 12:35 p.m.
