Executive Committee Present: Chair Bekken convened the meeting at 12:00 p.m. The purpose of the meeting was to approve the agenda for the November Judicial Conference. A proposed agenda prepared by Ted Gladden was discussed. It was moved, seconded and approved to hold the fall 2002 Judicial Conference meeting on November 25 and 26, commencing at 1:00 p.m., on November 25. Judge Wefald indicated that he and his wife, Susan, would like to host a reception at his house on the evening of November 25. Justice Maring inquired about the Council of Presiding Judges meeting, and Ted Gladden indicated that the meeting was tentatively scheduled for the evening of November 25. He indicated that he would visit with Chief Justice Gerald W. VandeWalle to see if the meeting could be moved to the morning of November 25. Following discussion, a motion was made that the first afternoon session dealing with judicial settlement conferences by U.S. Magistrate Karen Klein be presented and also the session on driver and vehicle services by Keith Magnusson of the Department of Transportation be approved. Motion carried. Discussion of the proposed second-day topics followed. The topics include confidentiality requirements as provided by CFR (drug and alcohol treatment records) by Jean Mullen; the judges role in the Adoption and Safe Families Act; and 2003 legislative proposals. Justice Sandstrom suggested that consideration be given to a session on continuity in government services following natural disasters or acts of terrorism. After discussion, it was moved and seconded that the agenda include topics on continuity in government services and confidentiality of drug and alcohol records. Motion carried. Ted Gladden was directed to contact speakers to determine the amount of time necessary and prepare an agenda based on the ability of the presenters for circulation to committee members. Chair Bekken indicated that legislative proposals could be dealt with on the business agenda. He suggested that if time permits, the business meeting could be moved before lunch on November 26. Meeting adjourned.
