A quorum was declared and the business meeting proceeded.
Judge Medd made a motion to approve the minutes of the November 24, 2008. The motion
carried and the minutes were approved.
Chair Herman called for the report of the Committee on Legislature. The Committee chair was not
present and no report was entered.
Jim Ganje, staff attorney for the Office of the State Court Administrator, provided a legislative
update regarding some of the statutory changes that occurred during the last legislative session.
Chair Herman opened the floor for nominations for the Chair-Elect of the Judicial Conference. Judge
Medd nominated Justice Carol Ronning Kapsner. The nomination was seconded by Justice Maring.
No other nominations were received. Justice Sandstrom moved that the nominations be closed
and a unanimous ballot be cast for Justice Kapsner. The motion carried and Justice Kapsner
was elected as the new Chair-Elect.
Chair Herman than passed the gavel to Judge M. Richard Geiger as the new Chair of the Judicial
Conference. Judge Geiger's first order of business as Chair was to present Judge Herman with a
plaque to recognize his service as Chair of the Judicial Conference.
Chair Geiger called for any additional business to come before the Conference. Judge Medd
announced that John Thielen has been appointed as a referee for the Northeast Central Judicial
