Following roll call, Judge Donovan Foughty, Chair of the Tribal Court-State Court Committee, introduced the first speaker, B.J. Jones, and the conference proceeded in accordance with the published agenda.
Business Meeting
Justice Maring called the business meeting to order at 1 p.m. on Tuesday, November 22, 2005. The minutes of the June 2005 meeting were approved with a minor spelling correction.
Committee Reports
Judge Herman presented a report on behalf of the Judicial Compensation Committee.
The Committee has two goals for the coming biennium: to continue to work toward obtaining parity with South Dakota and to keep separate the issue of judge salaries from other public employee compensation issues.
Judge Medd presented a report on behalf of the Jury Standards Committee. The Committee is reviewing the North Dakota jury selection plan. Revised juror qualification forms have been circulated for comment. The committee is proposing that juror personal information be designated as private information. The committee is reviewing the issue of how to handle physician’s certificates submitted by jurors in a way that meets the intent of HIPPA.
Judge Goodman presented a report on behalf of the Judicial Ethics Advisory Committee. He reported that Justice Crother’s appointment to the Supreme Court had left a vacancy on the committee. The committee is engaged in reviewing the Judicial Canons regarding election and campaign standards of conduct.
At the request of Judge Wefald, Judge Hagerty presented a report on behalf of the Legislative Committee. Judge Wefald would like the committee to review the expungement statutes and make a proposal to modify them during the next legislative session.
New Business
Chief Justice VandeWalle reported that he is putting together an ad hoc committee to
review the North Dakota court system’s compliance with regulations related to child placement issues. He will be appointing members in the near future.

There was no old business to review.
Recognition
Justice Maring recognized Renee Barnaby and Sgt. Pedro Armindes for their service throughout the conference.
There being no further business before the Judicial Conference, it was moved and seconded to adjourn the meeting. Motion carried.
