Minutes
A. The conference call convened at 8:15 a.m. Members present included Judge Donald Jorgensen, Chair; Judge Zane Anderson; Judge John Irby; Justice Carol Ronning Kapsner; Shawn Peterson; Judge Bill Severin; Professor Candace Zierdt; and Carla Kolling, Staff. (Members absent: Judge Ronald Goodman and Peggy Larson.) Guests: Judge Bill McLees and Christine Hogan.
A. Chair Jorgensen drew the members' attention to the first item on the agenda, the results of the judges survey concerning the continuation of the Bench & Bar Seminar. Carla Kolling informed the members that 9 judges voted in favor of continuing the program, 11 voted in favor of discontinuing the program, and 3 had no comment either way. The members discussed alternating the Bench & Bar with the Judicial Institute. The proposal met the approval of the members resulting in a motion by Justice Kapsner to alternate the Bench & Bar with the Judicial Institute, and since the Judicial Institute was offered in May 2003, we will not have a Bench & Bar Seminar in October 2003, but will commence it in October of 2004. The motion unanimously carried.The meeting adjourned at 8:45 a.m.Since the Bench & Bar will be held every other year, the members agreed that the program planning should be a joint effort between the State Bar Association and the Judges Education Committee. A suggestion was made that the next Bench & Bar be dedicated to evidence and rules of procedure.
B. Chair Jorgensen informed the members that Gary Lee resigned as alternate municipal judge for the City of Minot and Jim Lund resigned as municipal judge for the City of Alice. Both names will be removed from the acting municipal judge roster. He informed the members that we now have 100% compliance with the mandatory education rule.
