Continuing Judicial Education Commission
June 12, 2002

I. Opening Business:
A. The meeting convened at 9:30 a.m.. Members present included Judge Donald Jorgensen; Judge Ronald Goodman; Justice Carol Kapsner; Judge Bill Severin, Shawn Peterson. Guest: Judge Bill McLees
B. The Minutes of the November 19, 2001 meeting were approved as drafted.
II. Ongoing Business:
A. Strategic Plan. Chair Jorgensen informed the members that all committees have been informed, and asked to respond to, the proposed plan with the exception of Judicial Standards. A motion was made by Justice Kapsner, seconded by Judge Severin, to approve the plan and recommend its submission to the Supreme Court. The motion unanimously carried.
B. Judicial Institute. Judge McLees informed the members that the committee will be getting together to begin planning for the 2003 Judicial Institute. He requested Carla to survey the judges in an effort to identify their educational needs.
C. Municipal Judges - Alternative Program. Carla presented the members with a list of judges who did not participate in the fall of 2001 Municipal Judges Seminar nor did they complete the alternative program. Additionally one judge requested permission to attend an out of state education program versus attending the instate program. Judge Goodman suggested allowing judges to participate in an out of state education program in lieu of attendance at the Court sponsored program once every three years. The members agreed on the condition that the request to the Commission be made in advance of their attendance. The members agreed that the request for attendance at an alternative program be reviewed by the members and a letter of approval/disapproval to the judge would follow. A motion was made by Judge Goodman, seconded by Judge Severin to amend the alternative program guidelines to incorporate approval of a judge's attendance at an out-of-state education program in lieu of attendance at the Court sponsored program once every three years if the course is related to the duties and responsibilities of a municipal judge and approval is received prior to attendance. The motion unanimously carried.
The members reviewed a request from a municipal judge seeking permission to use his time as an acting Chief Tribal Judge as fulfilling his education requirement for the year. The members denied his request.
D. Municipal Judges Orientation Video. Judge McLees informed the members that a small working committee has been formed to update the municipal judge orientation video. He commented that a conference call has been scheduled for June 18 to discuss the script.
III. New Business
A. Education Budget for 2003-2005. Carla informed the members that the proposed education budge for the 2003-2005 Biennium will be completed in mid July. Judge Jorgensen suggested reviewing the information via conference call.
B. Judicial Flow Chart. Judge Severin requested a flow chart listing the judicial committees and the administrative office. Carla will attach one to the upcoming meeting materials.
