Minutes I. Opening Business A. The meeting convened at 1:30 p.m. Members present included: Hon. Mikal Simonson, Chair; Hon. M. Richard Geiger; Hon. Mary Muehlen Maring; Kurt Schmidt; Judy Slotto-Susie; Dion Ulrich; and Carla Kolling, Staff. (Members absent: Rita Hannesson and Hon. Gerald Rustad). B. Minutes of the September 11, 2003, meeting were approved with the correction of a typographical error. II. New Business A. Chair Simonson drew the members’ attention to Carla Kolling’s recommendations concerning a series of pay grade review/reclassification requests. Carla informed the members that in light of the Board's action lifting the moratorium on reclassification requests at its July 9, 2003, meeting, two requests have been received from Ted Gladden. She stated the following reclassification requests and supporting document requests were forwarded to Consultant Robert Bjorklund for review. 1. Director of Technology; and 2. Director of Finance Carla informed the members that two classifications were forwarded at the request of Ted Gladden to Robert Bjorklund for pay grade assignment. 1. Executive Secretary; and 2. Director of Human Resources (withdrawn). Carla reviewed Mr. Bjorklund's analysis and her supporting recommendations. After a lengthy discussion, a motion was made by Judy Susie, seconded by Justice Maring, to withhold from making a decision until Mr. Gladden could be
present to answer questions from the Board. The motion unanimously carried. Technical Support Specialist II - Carla Kolling explained that on September 3, 2003, she received a request from Ted Gladden to create a career ladder series for the Technical Support Specialist classification. As a result, a job description was prepared and sent to Consultant Bjorklund for analysis and pay grade assignment. Carla informed the members that Mr. Bjorklund assigned the position to a pay grade 6. Justice Maring inquired whether the creation of a career ladder series for the Technical Support Specialist was a way of getting an increase of salary for an employee or if it was necessary in order to retain employees. Kurt Schmidt stated that the need for the career ladder series has been evident for some time. He said it is a way to attract experienced candidates in the event of turnover as well as elevating an entry level employee once they have grown in the position and are able to take on more responsibilities. A motion was made by Kurt Schmidt, seconded by Justice Maring, to create a career ladder series for the Technical Support Specialist classification and to adopt the Technical Support Specialist II job description and Carla Kolling's recommendation. The motion carried. Judge Geiger requested that the secretary II classification be placed back on the February 19, 2004 agenda. The next meeting is scheduled for February 19, 2004, in Bismarck The meeting adjourned at 3:00 p.m.
