Conference Call
I. Opening Business:
A. The meeting convened at 9:00 a.m. Members present included Penny Miller, Rita Hannesson, Justice Mary Muehlen Maring, Judge Mikal Simonson, Judge Gerald Rustad, Judge Mikal Simonson, Judge Lawrence Jahnke, Dion Ulrich, and Carla Kolling. Guests: Jana Thielges.
B. Minutes of the June 31, 2001 meeting were amended as follows:
Page 3(B), second paragraph, first sentence:
". . . ten of the 15 criteria currently used could be. . ."
Page 5, "Account Analyst" was changed to "Accountant Analyst";
Amendments were approved on a motion by Justice Mary Muehlen Maring, seconded by Judge Mikal Simonson.
II. New Business:
A. Carla Kolling informed the Board that the amended job description for the Accountant Analyst position was rated at a pay grade 9 by Robert Bjorklund, and it appears to be consistent with other positions in that pay grade. Carla encouraged the members to accept the consultant's recommendation and her request to forward the job description and the request to fill the position to the Court for consideration. Jana informed the members that the new position description would replace the previous position description for the Accountant Analyst which was also rated as a pay grade 9.
The recommendation that the Accountant Analyst position be approved and funded at a pay grade 9 was approved, on a motion from Justice Maring and seconded by Judge Lawrence Jahnke.
B. Carla informed the members that it has become extremely difficult to find qualified applicants to fill the Secretary I position since it requires that the applicant possess one year of experience in a court, law office or related setting. She explained that since the position is entry level, the salary does not attract secretaries with legal experience. Members were reluctant to eliminate the one year experience requirement but unanimously agreed to eliminate the need for the experience to be in the legal area. Justice Maring drew the members' attention to the Knowledge, Skills and Abilities section of the Secretary I and II position descriptions and suggested that reference to shorthand dictation and transcription be removed since it is rarely used. She also suggested that any reference to knowledge of legal skills be removed from the Secretary I job description.
The request to amend the experience requirement for the Secretary I position to reflect one year of secretarial experience and removing all reference to legal experience in the Knowledge, Skills and Abilities section of the position description was approved, on a motion by Judge Simonson, and seconded by Rita Hannesson.
C. Future meeting dates are as follows:
