I. Opening Business
A. The meeting convened at 8:30 a.m. members present included Hon. Mikal Simonson, Chair; Hon. M. Richard Geiger; Hon. Ronald Hilden; Hon. Carol Ronning Kapsner; Kurt Schmidt; Judy Slotto-Susie; Dion Ulrich; and Carla Kolling, Staff.
II. Old Business
Director of Juvenile Court and Educational Services
Chair Simonson reminded the members that at the February 19, 2004 meeting certain members had concerns that the job description did not contain all the job responsibilities of the job as outlined in state statute. Chair Simonson requested Carla Kolling to compare the description to the state statute and make any additions if necessary. Upon doing so, Carla was requested to schedule a conference call and bring the job description back to the Board.
Carla Kolling informed the members that she reviewed the description and, due to the sensitivity of the issue, forwarded it to Robert Bjorklund. She said both agreed that the job description contained the necessary elements as required by the statute and the position description questionnaire.
Judge Simonson requested that language be included in the job description as relates to improving the communications and contacts among juvenile court personnel.
A motion was made by Kurt Schmidt, seconded by Justice Kapsner to change the years of experience in the juvenile justice system from six to five to coincide with the experience requirements for the Director of Finance and Director of Technology and that the position require 4 years of experience in adult education. The Motion unanimously carried.
The members discussed Mr. Bjorklund’s recommendation that the pay grade for the position be at a 14.
A motion was made by Judge Geiger, seconded by Judge Hilden to forward the job description and the recommendation that the classification be at a pay grade 14 to the Supreme Court for consideration.
Kurt Schmidt reminded the Board that Mr. Gladden suggested that the classification be at a 13 versus a 14.
After discussion, a motion was made by Judge Hilden, seconded by Dion Ulrich, to set aside Bob Bjorklund’s recommendation to have the classification at a 14 and reduce it to a pay grade 13. The motion unanimously carried. Justice Kapsner and Judy Susie had to leave the meeting prior to the vote being taken.
The meeting adjourned at 9:15.
