The meeting was convened to outline a proposal submitted by Mr. Gladden to the Chief Justice for filling vacancies in the Office of State Court Administrator. Mr. Gladden provided background that his position had not been filled when he moved from Assistant State Court Administrator for Trial Court Operations to State Court Administrator. There is now a second vacancy created with the resignation of Greg Wallace, who filled the other position of Assistant State Court Administrator for Trial Court Operations. The proposal submitted to the Chief Justice provided for the filling of one position as the Assistant State Court Administrator for Trial Court Operations and a second position to be filled as Director of Human Resources. He indicated there is a need for one position to provide overall guidance and direction for trial court operations to carry out the policies of the Council of Presiding Judges.
The other position that needs to be filled is a full-time Director of Human Resources. The proposal would provide for a reassignment of job functions to other staff within the Office of State Court Administrator. Major areas of reassignment would include Continuum of Government Services Initiative, Court Improvement Program, and many activities related to juvenile court administration in terms of operating procedures and providing overall program assistance for the juvenile courts. There may be some duties that would remain with the new Assistant State Court Administrator for Trial Court Operations, depending on the background of the person hired. There is a need to review a number of personnel policies. As soon as the position of Director of Human Resources is filled there will be a review of other personnel related activities that could assigned to this individual, as well.
Discussion recognized that while no plan for administrative reorganization has been approved by the Supreme Court, there is enough activity in the area of judicial administration that warrants the refilling of both of these positions to provide the leadership contemplated and necessary to support the Council of Presiding Judges.
Chief Justice VandeWalle indicated that while he has discussed the recommendations submitted by Mr. Gladden with the Supreme Court, he also wanted to make the Council of Presiding Judges aware of the proposal to determine if there were any overriding concerns with the proposal. He indicated that no decision has been made yet, but he wanted the Council to provide any input so their concerns could be aired.
With the input of the presiding judges the Chief Justice indicated he would make a final decision in the near future.
