I. Whether North Dakota can assert criminal jurisdiction through North Dakota Century Code  12.1-20-05.1, over users of the Internet in Minnesota.
II. Whether the purportedly world-wide application of North Dakota Century Code  12.1-20-05.1 impacts substantially on interstate commerce in violation of the commerce clause so that the statute is invalid.
III. Whether North Dakota Century Code  12.1-20-05.1 is unconstitutionally overbroad as applied to this case because there was no communication to a minor.
IV. Whether North Dakota Century Code  12.1-20-05.1 is a content-based restriction that violates both federal and state rights to free speech.
V. Whether the combined effects of the "registration" and "notification" provisions of North Dakota Century Code  12.1-32-15, as applied, violate the due process and double jeopardy provisions of the federal and North Dakota Constitutions.
