III.Did the administrative hearing officer err in finding that there was reasonable and articulable suspicion to conduct a traffic stop on Mr. Bartch's vehicle?

I. Whether Deputy Kirk Hagel had sufficient grounds to stop Lindsay Bartch's vehicle.
II. Whether the 1999 amendment to N.D.C.C. 39-04-11 that delegates to the Department the authority to designate the area on a number plate to display a current registration tab is constitutional.
