Because the officer requesting the screening device and giving the implied consent advisory was not certified, the request and advisory was unauthorized and Yellowbird's rejection could not constitute a refusal for purposes of automatic license revocation.

Whether N.D.C.C.  39-20-14 requires that the request for submission to the screening test and the reading of the implied consent advisory must be performed by a law enforcement officer certified as a chemical test operator.
