1946-1958: Attended Beulah Public Schools, graduated from Beulah High School in 1958.
1958-1962: Attended the University of North Dakota. Received a Bachelor of Science, Business Administration Degree (Industrial Management) on June 3, 1962.
1963-1966: Attended the University of North Dakota School of Law. Received an LLB Degree on June 5, 1966.
March 28,1979: Completed the Judge Advocate General Corps Officer Basic Course of the Judge Advocate General's School, United States Army at Charlottesville, Virginia.
October 4, 1983: Completed the Judge Advocate General Corps Officer Advanced Course of the Judge Advocate General's School, United States Army at Charlottesville, Virginia.

July 15, 1966: Admitted by the North Dakota Supreme Court to practice law in the State of North Dakota.
January 27, 1967: Admitted to practice before the United States Federal District Court.
1967 to 1972: State's Attorney for Oliver County, North Dakota. Served as County Prosecutor and legal advisor to the County Commissioners, County Officers, and County Boards. Prosecuted misdemeanor and felony crimes. Involved in injury trials regarding felony charges.
1967 to 1972: City Attorney for the City of Center, North Dakota. Advisor to the City Council and Officers. City Prosecutor. Involved in numerous improvement and bonding projects during the years of power plant construction and coal mine development in the area. This involved the issuance of bonds and the levy of special assessments to pay for the projects.
1967 to 1972: Attorney for Center, North Dakota, Public School District. Advisor to the school board members in application of school law. Involved in putting together bond issue elections and, following the elections, the issuance of the bonds, contracting and administering contracts for the construction of school district improvements.
1968 to 1972: An attorney on the Oliver-Morton Water Management Board. Advisor to board members regarding water management law. Involved in acquiring rights of way, and construction of several dams in Oliver County for flood control and power plant development.
1967 to 1972: The remainder of civilian practice was as a general practitioner. The farmer-ranchers, small business persons were the primary client. The emphasis of work was in the area of real estate law, estate planning, probating estates, establishing and maintaining small business organizations. Prepared many income tax returns. The work also involved domestic matters such as adoptions and divorces. In those years, handled a few personal injury actions, for which usually co-counsel.
1972 to 1975: Greenwood Moench and Galloway Finn. Continued to do the type of work described above. A member of the firm was the City Attorney for the City of Dickinson, North Dakota. As an assistant city attorney, assisted with the municipal court matters and administrative matters such as the planning and zoning issues. The other members of the firm were primarily "Trial Attorneys." As a result, assisted in many of their trials. Assisted in those trials that involved real estate, business, or contract issues.
1975 to Present: Member of the Howe, Hardy, Moench, Galloway & Jorgenson Firm. This firm's primary client was also the farmer, rancher, small businessman and banks. Continued as a general practitioner with an emphasis on real estate, estate planning, probate, business, banking, and oil and gas matters. A member of the firm was the State's Attorney for Stark County, North Dakota. Served as an Assistant State's Attorney, working primarily in the planning and zoning area.
Firm represents many of the area cooperatives, including telephone cooperative and many agricultural cooperatives. Worked directly with cooperative boards, assisting them in the development and administration of their policies. Also handled the legal work in the various areas as needed.
Involved in many of the business organizations, and real estate matters, planning and zoning issues during the "oil boom" years in Dickinson, North Dakota. Dealt with the "bust years" following the decline in the oil activity, including the issues of dealing with failing businesses, foreclosure of property, debtor-creditor relationships, etc.
Has represented and presently represents many political subdivisions. Currently represents several cities in the area (Beach, Sentinel Butte, and Dunn Center). Legal counsel to the Dickinson Municipal Airport Authority and the Dickinson Park and Recreation Board.
In 1975, commissioned as a Judge Advocate General Corps Officer and began the practice as a military attorney. First task was to complete the military law courses to learn the military law and procedure. This was done in a combination of correspondence and resident courses. At the same time, was involved advising commanders in the law and procedure in disciplinary actions. Has represented either the government or the soldier in these proceedings. Has handled claims for damages suffered by military and nonmilitary personnel during various National Guard activities. Has worked with civilians and political subdivisions to acquire land, buildings, use of armories, by purchase or lease, for National Guard purposes. Was involved with the planning and execution of military operations to assure that state, federal laws, rules, regulations, and policies are complied with. Helped with the development and implementation of policies regarding personnel and operational matters such as equal opportunity issues, sexual harassment concerns, drug and alcohol policies, environmental and firearms concerns. Reviewed the proceedings of various judicial, non-judicial and administrative proceedings for the purpose of determining if they have complied with the pertinent laws, rules and regulations. Advised the commander of his options and recommendations for final disposition. Has been called to duty during natural disasters to respond to legal issues arising in those operations. Has legally prepared soldiers for active overseas duty.
Legal advisor for the local board of Realtors for the past 15 years.
Currently serves as the legal council to the Trinity Educational Foundation. The foundation has an endowment fund of approximately $ 1,000,000.00. The revenue from this fund is used to assist students and the boards of the Catholic Educational System in Dickinson, North Dakota.

Children: Kathryn Marie Galloway Schmidt; age 30, born May 22,1968, Bismarck, North Dakota. She has a Bachelors and Masters Degree in Speech Pathology from the University of North Dakota. Her husband, Casey Schmidt, is a graduate of the University of North Dakota. They have two children, Conner D. Schmidt and McKenzie K. Schmidt. They live in Rogers, Minnesota. Kathy works in the Elk River, Minnesota, School System. Casey is a sales representative for Victaulic Inc. Emily Mae Galloway Benner; age 29, born May 9, 1969, Bismarck, North Dakota. Emily has an Electrical Engineering Degree from the University of North Dakota. Her husband, Robert Benner, has a Law Degree from the University of North Dakota. They have one child, Andrew G. Benner. Emily works for IBM at Rochester, Minnesota. Bob is an attorney, working for a law firm in Rochester, Minnesota.
