Minimum Qualifications:
Juris Doctorate in Law from an accredited law school.
Licensure as an attorney eligible to practice law in the State of North Dakota.
At least three years' experience in the practice of law, including litigation.
At least two years management or supervisory experience.
Effective oral, written and interpersonal communication skills.
Analytical and decision-making ability.
Preference will be given to applicants with insurance industry or regulatory experience.
Preference will be given to applicants with legislative experience.
Successful completion of the interview process, reference checks, and background and criminal record checks.

Summary of Work:
This position provides general legal counsel to the North Dakota Insurance Department. The General Counsel also acts as the division director of the Department's Legal Division.
Responsibilities:
Manage the budgetary and staff resources of the Legal Division.
Perform legal research and provide legal opinions.
Draft and review contracts and other legal documents for the Department.
Work with Department staff and law enforcement regarding the development of administrative, civil, and criminal enforcement actions.
Direct market conduct examination activities.
Represent the Department in litigation, including administrative or civil proceedings.
Negotiate resolutions of civil and administrative proceedings.
Review and draft administrative rules and legislation and work for their approval.
Represent the Department in administrative or judicial proceedings in a competent, effective and ethical manner.
Keep abreast of state and national insurance issues, laws, and practices.
Coordinate work with other North Dakota departments and federal agencies as needed.
Respond to inquiries from the general public, the insurance industry, and others.
Provide information to the public, including public speaking, on behalf of the Department.
Travel to national meetings on behalf of the Department.
Performs other duties as necessary or assigned by the Commissioner.
