The 61st Legislative Assembly passed Senate Bill 2042 (2009 N.D. Sess. Laws ch. 149) which was signed by Governor Hoeven, relating to parental rights and responsibilities and parenting coordinators. On July 10, 2009, Cathy Ferderer, Family Law Mediation Program Administrator, on behalf of the Custody and Visitation Task Force of the State Bar Association of North Dakota, filed a proposed rule on the qualifications for parenting coordinators and maintaining a roster of parenting coordinators..
