The meeting was called to order by Chair Racek.
Approval of Minutes from June 5th, 2014 Meeting
Petra Hulm moved to approve the September 5th, 2014 meeting minutes. Judge Herauf seconded the motion and the motion carried.
Odyssey User Group update
The Odyssey User Group has five members whose terms expire at the end of the year. All members are finishing their first 3 year term. The committee agreed to ask each member to serve a second term.
The User Group has worked on putting together a list of standardized E-file rejection reasons and published that list for all clerks and filers to use. The group has discussed the process flows associated with foreign protection orders, post paternity cases, adoption cases, sexually dangerous individual (SDI) cases and deferred imposition of sentences. The group has also reviewed and updated several procedural documents. The user group had the opportunity to take part in an Odyssey Portal demonstration. The group did not feel the the application was ready for production use yet.
Odyssey 2013 status
We are currently on Clerks Session Works 1.5 and Odyssey 2012. We have to upgrade both at the same time as the older versions are not compatible with the newer ones. We just received a new Session Works 3.0 patch and are in the process of testing it. If the patch fixes our previous issues, the plan is to install both Session Works 3.0 and Odyssey 2013 on December 12, 2014.
Common Statute Table status
Larry received word from Brian Nybakken with CJIS stating that the Bureau of Criminal Investigation is still working on populating the table for their purposes. There is still no estimated time for when the table will be useable by the Courts. Larry discussed his plans to import the new file when it becomes available. Judge Racek expressed his concerns that the table will be too large and it will be difficult to find a particular offense. Larry mentioned that the table will be housed on a website which will provide an intuitive user interface for finding offenses and will be available to anyone. Justice Crothers asked about using the common statute table along with initial criminal E-filing and what the time table was for using both together. At this time, Tyler is estimating delivery of a web service solution that could be available in the June 2015 timeframe and would provide an interface between States Attorney systems and Odyssey. Tyler is not giving an estimated timeframe for a manual solution which would be used by small counties that don’t use a States Attorney system.
Draft 2015-2017 IT Budget status
Larry stated that the Courts agreed to go forward with a budget request that includes replacing the juvenile case management system and an active/passive disaster recovery solution to be located outside of the immediate Bismarck area. The Supreme Court video streaming line item was removed from the overall IT budget. All other items remained in the budget request.
Network / System Security
The committee discussed current network and system security policies. Larry discussed data encryption procedures and multi-factor authentication.

2015 Meeting dates
Meeting dates are being setup for next year. The committee will continue to meet four times a year.
Justice Crothers, Judge Racek, Sally Holewa and Larry Zubke will be meeting with Jim Gienger, Client Executive with Tyler Technology after today’s meeting to discuss current issues and future upgrade plans.
The meeting was adjourned by Judge Racek. The next meeting is scheduled for April 24, 2015.
