RULE 2.3. HEARING PANELS.

A. Appointment.Upon the filing of a petition, the chair of the board shall appoint a hearing panel to conduct hearings and submit findings and recommendations on matters assigned under Rule 2.1H(2). A hearing panel may consist of a three-member panel of not more than two lawyers and at least one public member appointed from current or former board members, or may be a hearing officer designated from among district court or surrogate judges.
B. Powers and Duties. Each hearing panelshall:
(1) Conduct hearings on matters referred by the board; and
(2) Submit findings and recommendations, together with the record of the hearing, to the court.
C. Abstention. A member of the hearing panel shall refrain from taking part in any proceedings in which a judge, similarly situated, would be required to disqualify.
