4.1 As an alternative to the procedure described in Section 3, any person interested in a Local Court Procedural Rule or Administrative Rule may file with the Clerk of the District Court a Request for Advisory Committee study.
4.2 Each Request must state the reasons for requesting advisory committee study of any Local Court Rule or modification or repeal of any rule. It must include a draft of the proposed or amended rule and be accompanied by supporting documentation.
4.3 With the concurrence of the Presiding Judge, the Clerk shall refer each Request to the Advisory Committee (Sec. 8).
