The North Dakota Commission on Legal Counsel for Indigents' administrative office is located in Jamestown, ND and is made up of the Executive Director, Deputy Director, Director of Finance, Administrative Officer, two Administrative Staff Officers, two Administrative Assistants and a Part-Time Secretary.  The Commission on Legal Counsel for Indigents oversees the public defense system of North Dakota and is governed by a seven-commissioner board that is appointed by various entities of the state.

Summary of Work

  • Oversee supervising attorneys and defense investigators within the agency.
  • Assists in planning, developing, and presentation of regular training programs for contract counsel and public defenders. 
  • Assists in agency budget process and policy priorities of the Commission; may appear before legislative committees to provide testimony on behalf of the Commission.
  • Assists in the preparation of agency reports and development and implementation of policies and procedures. 
  • Represents the agency in the community and in the court system by participating on committees and community events as authorized by the Executive Director. 
  • Keeps up to date in all facets of criminal law and procedure by reading cases, digests, manuals, and by attending seminars. 
  • This position requires frequent travel. 
  • Performs other duties as necessary and/or assigned by the Executive Director. 

Minimum Qualifications

  • Requires graduation from an accredited law school 
  • ND license to practice law or ability to become admitted to ND Bar
  • Three years’ experience in the practice of criminal law, which includes court experience
  • Effective oral, written, and interpersonal communication skills
  • Analytical and decision-making ability
  • Experience in state government management and in the administration of an indigent defense system is preferred.
