Proposed Amendments to Unified Judicial System Policy 206 Regarding Fees and Expenses for Preparation of Transcripts




[¶ 1] On July 30, 2014, the Supreme Court considered proposed amendments to Unified Judicial System Policy 206 fees and expenses for preparation of transcripts. At the request of the Court, the State Court Administrator provided recommendations regarding compensation for these fees and expenses. She indicated that the current per page transcript rates were adopted in 2002 and should be reviewed. She attached the proposed amendments to adjust the per page transcript rates to adjust for inflation, to adopt a definition of expedited transcript, and to allow for a higher fee for expedited transcripts. She indicated that according to the Bureau of Labor Statistics inflation calculator, the current rates, if adjusted for inflation, would be $3.31 per page for originals and $0.66 per page for copies. She suggested the Court set the rates at $3.25 per page for originals and $0.75 per page for copies. She suggested an expedited transcript rate of $4.25 per page for originals and $0.75 per page for copies, with a definition of expedited as production and delivery within 14 days, excluding those transcripts that may be required to be expedited due to court rule or state statute.

[¶ 4] The Supreme Court of the State of North Dakota convened the 30th day of July, 2014, with the Honorable Gerald W. VandeWalle, Chief Justice, and the Honorable Dale V. Sandstrom, the Honorable Carol Ronning Kapsner, the Honorable Daniel J. Crothers, and the Honorable Lisa Fair McEvers, Justices, directing the Chief Deputy Clerk of the Supreme Court to enter the above order.
