Application for Partner Portal Access

Changes/Termination of Access: The North Dakota Court System reserves the right to terminate access at any time. A user or authorized agency representative may change or terminate access by submitting an email to helpdesk@ndcourts.gov with the name and email address for the user whose access is being changed or terminated.

Enterprise Supervision Management System Access and Nondisclosure Agreement

Application

The North Dakota Court System will only provide access to Youth and Family Service Providers Employees (Users) who serve youth and families engaged in the juvenile court system. Each user needing access to Enterprise Supervision Management System must complete an application. Applications must be sent to the State Court Administrator’s Office for review and approval. If approved, the State Court Administrator’s staff will assign user IDs and access levels for the user.

Access

All users granted access to the Enterprise Supervision Management System agree to be bound by the following terms of access:

Eligibility: Access to the partner portal is based on employment with the Service Provider.  The Service Provider must notify the North Dakota Court System if an user who has access to the partner portal has left their employment.

Confidentiality: Users may not disclose any information retrieved from the system to any third party and will use the system only for official business.

Use of Information: Users may not distribute, directly or indirectly, any information obtained from the system except in the course of official business.

Passwords and User IDs: Passwords and user IDs are issued by the North Dakota Court System for a specific individual’s use and/or purpose. The user may elect to share their user ID and password with colleagues who are employed with the user’s agency and are using the system and court data for a common purpose/interest. When a colleague leaves employment, the user who was issued the original user ID and password must take appropriate steps to change their password immediately. For security purposes, the North Dakota Court System will periodically expire each password.

Security: Users must take reasonable steps to ensure the security and integrity of the information system, including passwords and user IDs. If a password or user ID is compromised, the North Dakota Court System’s technology department must be informed immediately.

Availability: The specific hours of availability will be established by the State Court Administrator’s Office, which will make reasonable efforts to provide a minimum of 9 hours of online access time per standard work day. Availability is subject to periods of downtime caused by maintenance or other factors. Uninterrupted access is not guaranteed and time periods of availability may vary.

System Resources: The North Dakota Court System is the primary user of the system and as the primary user receives the highest priority for system resources. User access is limited to the available system resources and, as such, users must avoid processor-intensive use during high-use time periods.

Liability: The North Dakota Court System and its employees are not liable for actions resulting from access or non-access to the information systems. No warranties are made as to the completeness or accuracy of data retrieved from the system.

Fees: The North Dakota Court System reserves the right to charge reasonable access fees at such time that it is decided appropriate. Prior to implementing such charges, all users will be notified in writing and given the opportunity to cancel this agreement.

Changes/Termination of Access: The North Dakota Court System reserves the right to terminate access at any time. A user or authorized agency representative may terminate access by submitting an email to helpdesk@ndcourts.gov with the name of the user whose access is being terminated.

Data Ownership: The North Dakota Court System is the owner of any and all data and applications residing on the information system. Users cannot copy for redistribution, delete, alter or otherwise harm such data or applications.

Security Reviews: The North Dakota Court System reserves the right to conduct verifications and security reviews of all users granted access to the information systems.
